Sequoia v5.10

Goal

  • Allow files to be uploaded direct to HMRC for CDS declarations.
  • Events published on acceptance and clearance of CDS declarations.

Release Notes

  • Files can now be uploaded to your Government Gateway account in support of CDS declarations. A guide to this functionality can be found in the Declarations (CDS) user guides section of the resource centre.
  • New events, 'cdsDeclarationAcceptanceNotification' and 'cdsDeclarationClearanceNotification', are now published on receipt of acceptance and clearance notifications respectively. In addition there are specific events published for TDR declarations ('cdsTestDeclarationAcceptanceNotification' and 'cdsTestDeclarationClearanceNotification'). These events are received through the Sequoia API and Status Event Writer plug-in. Details are available in the API documentation.
  • The description of any security types included in the declaration (IPR, for example) will now be shown in both the revenue details and the declaration report.
  • The preference code included in the tax notification is now shown on the revenue details form. A guide to how to access the revenue details can be found in the resource centre.
  • The lookup for Country of Preferential Origin [34b] (DE 5/16) now includes the option to search for both countries and country groups.
  • The tab order of the CDS declaration item page has been modified to improve logical flow.
  • The existing declarationAcceptanceNotification API event (for CHIEF declarations) has been extended to include the Total Packages [06] declared. Please note, the Status Event Writer plug-in will need to be upgraded to receive this extra data.


Issues resolved
  • 47639 - Buyer/Seller details were not being imported from CDS worksheets.
  • 47413 - Declaration was failing when item level Additions and Deductions [45] (DE 4/9) were declared. Please note, this was fixed within our messaging platform without the need to upgrade Sequoia.

  • Modifications to CDS API declaration schemas:
    • Trader Reference now allows hyphens.

  • The CDS import declaration report is now automatically re-generated on acceptance of an amended declaration.
  • CDS declarations are prevented from being amended if their status is 'Goods Released'.
  • A column for the ETSF external reference has been added to the house air waybill grid.

Sequoia v5.7

Goal

  • CDS declaration amendments.
  • Modifications to the NCTS and CHIEF export item summary grids.

Release Notes

  • Accepted CDS declarations (arrived and pre-lodged) can now be amended. In line with CHIEF, any declaration which has received clearance, or is in the process of being cancelled, cannot be amended.

    Please note, once your amendment has been accepted, you should manually re-generate the import declaration report (open the Reports dialog and click New Report).

    A forthcoming release of Sequoia will automatically re-generate the report for you.

  • Revenue details for CDS declarations indicate whether postponed VAT accounting procedures (PVA) have been used.
  • The import declaration report for CDS declarations has been modified to indicate whether PVA has been used.
  • CDS declarations where PVA has been used are now searchable through the Declaration Find functionality.
  • CDS import simplified declarations now support arrival transport type and identity (DE 7/9) and border transport mode (DE 7/4). The corresponding API schema for the CreateCdsImportSimplifiedDeclaration request has also been extended to included these elements.
  • NCTS item summary grid now includes a column for Net Mass.
  • CHIEF export declaration item summary grid now includes a column for Gross Mass.


Issues resolved
  • 46521 - Space characters in the Additional Fiscal Reference Role field were preventing the declaration from being submitted.
  • 46852 - Incorrect tax information was being output in the declarationArrivedNotified event payload.

Sequoia v5.4

Release Notes

  • The Sequoia Archiving application now supports CDS declarations. The archiving application will need to be upgraded separately to support this; it can be upgraded independently of the main Sequoia upgrade.

CDS Development
  • The import declaration report was being generated twice in error, once on acceptance and again at the point of clearance. The report is generated at the point of acceptance.
Issues resolved
  • 46021 - The containerised value on an NCTS declaration was always being set to true on receipt of Goods Released from Transit.
  • 46024 - Validation warning when finalising an export road shipment was not clear.
  • 45996 - Incorrect web address being displayed in the installer if the server is unable to contact http://sequoiaupdates.asm.org.uk.
  • 45994 - NCTS arrival transmission failing if en-route events were declared.

Release Notes

  • A new event, 'DeclarationArrivedNotification', is now published on receipt of an import E2 or export X2 report. This event is received through the Sequoia API and Status Event Writer interface. Details are available in the API documentation.
  • The declaration report now exports to an .xlsx file to support more than 64,000 rows of data.


CDS Development
  • Test (TDR) declarations can now be created from templates (this is from within the New Test Declaration dialog).
Issues resolved
  • 45577 - Declaration report was failing when exporting more than 64,000 rows of data.
  • 45652 - C130 report was failing if no commodity code had been declared.
  • 45748 - File document store plug-in metadata file could display the incorrect entry EPU.

Sequoia v5.2

Release Notes

  • NCTS declarations / arrivals will now show details in the errors dialog if there is a failure in transmitting the data.
  • Office 365 SMTP server now supported for automatic emailing of reports.
  • Email signature block used for automatic emailing of reports now supports rich text.


CDS Development
  • Accepted declarations can now be cancelled regardless of their status - except for declarations which have been customs cleared. Any cleared declarations which require cancellation cannot be actioned electronically and would need HMRC intervention.
  • Import declaration report will now be printed by default on declaration acceptance.
  • The DMSRCV notification received as an acknowledgement to a cancellation request no longer changes the status of the declaration.
Issues resolved
  • 45361 - CUSDEC message used to update import declaration clearance status could be processed multiple times if the original acceptance message was missing.
  • 45507 - Item level gross mass for NCTS declarations could be calculated with incorrect number of decimal places.
  • 45757 - Fixed mapping of Conveyance Reference in an NCTS declaration.
  • 45699 - Item level gross mass declared on an export declaration is now mapped directly to the NCTS declaration item.

Sequoia v5.1

Release Notes

  • Template description now visible in the Templates list for both CHIEF and CDS.
  • SMTP server settings modified to allow the Domain to be set for automatic emailing of reports.
  • Pentant gateway settings now allow for connection via FTPS. Previous versions of Sequoia will be unable to communicate with Pentant from 1st March 2022 as they do not support the new connection protocol. The Pentant gateway should seamlessly connect to the FTPS service after upgrading but if you are having problems sending declarations, please click here for a guide to the gateway configuration.


CDS Development
  • Functionality has been added to quickly add the same document/certificate record to all items in the declaration.
  • Additional basic validation rules have been added.
  • CRM client relationship data can now be auto-populated into a CDS declaration that is created from a Job.
  • A DMSRCV notification will not update the declaration status if the declaration has been cancelled or is in the process of being cancelled.

Release Notes

  • Declaration reports can now be sent direct to your customers via email. A user guide for this functionality can be found here.
  • The Unloading Permission Granted response no longer overwrites any existing NCTS declaration data.
  • The VAT amount displayed in the declaration find results is now consistent with the amount shown on the job customs action task (there was a discrepancy if Postponed VAT Accounting (PVA) procedures were used).


CDS Development
  • A validation rule has been added to prevent a declaration being sent without the Decln Type [01] being declared.
  • Additional basic validation rules have been added.
  • The Additional Fiscal Reference automatically added if the Importer is configured for Postponed VAT Accounting procedures (PVA), will now prefix the account's VAT number with GB.
  • The 'global search' now supports finding a CDS declaration by it's MRN.
Issues resolved
  • 44580 - Declarations created via the API were not displaying in the declaration find results until they had been submitted to HMRC.
  • 44653 - Errors were being logged when processing ETSF messages due to a logging format issue. This did not affect the processing of the messages.
  • 45023 - Large worksheets were failing to be imported via the API Intermediary Service (file system plug-in).

Sequoia v4.38

Release Notes

  • Sequoia client and server now compatible with Windows 11.
  • Deferment numbers saved against CRM accounts can now be viewed in the CRM list. The 'Deferment Number' column is available from the Column Chooser (right click on one of the column headings to access).
  • A setting to indicate whether a CRM account is enabled for Postponed VAT Accounting (PVA) can now be viewed in the CRM list. The 'PVA Enabled' column is available from the Column Chooser (right click on one of the column headings to access).


CDS Development
  • 44425 - The latest revenue details for a declaration are now easily accessible from the 'Revenue' button on the declaration toolbar, or from a context menu on the Customs Action job task.
  • 44422 - The errors dialog has been modified to show the MRN included in the rejection message from HMRC. This may be useful in any subsequent conversations with HMRC since we understand they are unable to trace declarations by the LRN. Note it is very unlikely to be the same as the MRN issued once the declaration is accepted.
  • 39080 - Fixed an issue where an error was encountered creating a declaration from a job which only had an origin or destination but not both.
  • 44419 - Enhanced functionality when converting test (TDR) declarations to live and inventory linking them.
  • 44513 - Extended logic around cancellation, enabling cancellation up until the point that the declaration status is "Cleared".
  • 43544 - CDS declaration deferment and guarantee details now being updated when the Importer or Declarant are changed.
Issues resolved
  • 44316 - Resolved currency fluctuation issue with incorrect tax amounts when declarations were accepted and cleared in different months
  • 44239/44269 - Fixed issues with Sequoia not working correctly for users on Windows 11.
  • 44330 - Fixed issue with 060 "Declaration Under Control" status not displaying on NCTS.
  • 44394 - Fixed problem where the response to a declaration created was incorrectly treated as a response to a calculate revenue test declaration when using the word "Mode".
  • 44414 - Resolved issue where CDS declaration status was being set to "Accepted" after cancellation request had been approved.
  • 44449 - Box 30 was not always showing the full location code on export ESS reports.
  • 44483 - Fixed issue with Declaration acceptance notifications not including excise revenue.

CDS Development
  • Declarations can no longer be sent once an MRN has been allocated (ie, once the declaration has been accepted/lodged).
  • Basic validation has been added. Click the Validate button on the declaration editor. This is very much a work in progress and only basic rules have been added so far. More rules will be added over time.
  • Declarations can now be deleted when the status is "Accepted on Hold DEFRA Check".
  • Declarations can now be created from a template.
  • Templates can now be created when you are licensed for TDR declarations (previously live CDS declarations had to be licensed).
  • The errors dialog now closes automatically if you close the parent declaration editor.
  • A rejection message containing just a code and description is now displayed correctly in the error dialog.
  • Lookups now work for the Supervising Office [44] and Presentation Office [44] controls.
  • Any 'B05' revenue amounts are included in the VAT totals displayed on the job or in declaration find results. B05 is a Northern Ireland specific tax type.
  • Any carriage return / new line characters are automatically stripped out of the declaration (but not from the Goods Description) - this was causing messaging failures.
  • On receipt of particular error messages the declaration status is updated to "Inventory Failure" for clarity.
  • Sequoia prompts to update a created declaration when it is opened from a job that has an inventory record associated. This will then automatically update the Total Packages [06] to match the inventory record and add the MUCR (Z-MCR Previous Document) with the inventory reference.
  • TDR declarations can no longer be sent with a MUCR (Z-MCR Previous Document) as the TDR system does not support inventory links.
  • The global search now works for TDR declarations (previously live CDS declarations had to be licensed).
Issues resolved
  • 44661 - NCTS Unloading Permission and Goods Released for Transit notifications failed if item level dispatch or destination countries were declared. This will only affect you if you have already been switched over to the CTC messaging system.
  • 44667 - NCTS declaration rejection notification failed if the reason text exceeded 70 characters. This will only affect you if you have already been switched over to the CTC messaging system.

  • Due to Microsoft Office phasing out TLS 1.0 and 1.1 we have upgraded to .NET Framework 4.5. This has resolved issues some users were experiencing with intermittent emails failing to send from various email plug-ins.
  • NCTS Gross Mass calculation was pulling through negative figures causing an Orchestration Error with outbound messaging failing and in turn causing a Transmission Failure

Release Notes

  • An event (declarationClearanceNotification) is now published to notify when an import declaration has been updated to customs cleared status. The event is available to be received through both the API and Status Event Writer plug-in once configured.
  • The API has been extended to allow a currency to be declared on an export declaration for statistical value. The DeclarationGbExportItem.xsd schema has been extended to include an optional statisticalValueCurrency element. Sequoia will use the latest exchange rate for the specified currency to calculate the statistical value in GBP.


Issues resolved
  • 43464 - Fixed problem with importing CRM accounts through the toolbox.
  • 44142 - Fixed issue with NCTS transit mapping - rework to map gross mass, packages and previous documents per shipment.
  • 44153 - Fix to NCTS TAD Report items section, which was not showing all produced documents.

Sequoia v4.33

Goal

  • Enhancements to NCTS declaration data mapping

Release Notes

  • Total Packages [06] control has been added to the NCTS declaration editor. This field is optional but will be mapped from jobs linked to the transit movement.
  • The API now supports inclusion of header level Total Packages when creating NCTS declarations. The element is optional.
  • The mapping of Packages [31] from export declarations to the NCTS declaration has been simplified. If all of the Package Kind values are the same, a single Package [31] record will be added to the NCTS declaration with the number of packages/pieces reflecting the total number of packages. Any other items on the NCTS declaration will also have a single Package [31] record with the same Kind but zero showing as the number of packages/pieces. A warning will be displayed to the user at the point of loading the NCTS declaration if Total Packages [06] does not equal the sum of all of the Package [31] numbers.
  • Number of packages/pieces is now included as a column in the item 'summary details' grid of an NCTS declaration.
  • Handling of the Unloading Permission Granted (043) message has been modified to allow for circumstances where any Package Kinds do not match recognised UK Package Kind code values.
  • Transit Guarantee editor will no longer just append 00 to the 8 digit export commodity code but will check for the first code that has a duty measure in order to calculate the potential duty and VAT.
  • Goods Location [30] on import declarations will be defaulted to the shipment destination (if this has been set to a GB location) for road and ocean imports.


Issues resolved
  • 43377 - Pentant Users: CUSDEC messages introduced to automatically update declarations with cleared status have been fixed
  • 43367 - Anti-dumping duties were not always being included in the Total Duty value displayed on the C88 report
  • 43090 - Customs Sub Place is no longer considered mandatory when saving an NCTS Profile set for Normal procedures
  • 41375 - "Item Origin Country" (column CV) on the declaration report has been renamed "Item Origin Country [34a]" and "Orig cntry [34a]" (column CB) has been renamed to "Orig Cntry" as this is mapped from the job origin (if the declaration is linked with a job)
  • 43420 - Produced Document/Certificate ('740', for example) not being mapped when creating an NCTS declaration from a shipment
  • 42486 - Guarantee amount was not being released for cancelled NCTS declarations

Sequoia v4.31

Goal

  • Enhance import declaration status updates
  • Include AIS reference in ETSF outputs

Release Notes

  • HMRC CHIEF system will be interrogated on a regular basis in order to check whether accepted import declarations have been granted clearance. The declaration status will then automatically be updated to 'Accepted and Cleared'.
  • The reference used by the CCS-UK AIS RoRo (Advance Information System) system to generate movements to your ETSF can now be captured and stored against the ETSF record. It can also be configured to be automatically added to an air import or road import job as an external reference. External job reference types added/configured through the Data menu can now be selected to be used to 'Map external reference on inventory link', meaning the external job reference type will automatically be added to the job when the inventory record has the ETSF external reference set.
  • The reference generated by the CCS-UK AIS system will also be included in the API 'publishETSFStatusChange' and 'publishAgentStatusChange' events, described here. These are published whenever the status of an ETSF inventory record is updated.

  • 43208 - The order of Routing Countries on an export declaration submitted through the API was not being maintained

Sequoia v4.30

Release Notes

  • A profile can be chosen when creating an NCTS declaration regardless of the profile used when creating the Guarantee record. This change is applicable to those users with multiple NCTS profiles configured. This reverses the change made in release 4.27.
  • The installer now has a button on the summary page to generate information about the system for licensing purposes.

  • 42141 - Processing of SDF file caused duplicate stock removals to be created
  • 42218 - API marks and numbers made optional in the Package schema to support circumstances where the package kind does not require marks and numbers to be declared
  • 42271 - Full stop was being added automatically to email addresses in CRM
  • 42285 - Using the text 'MODE' in the Trader Reference/DUCR was causing the CUSRES message to fail
  • 42410 - Entries using PVA seem to be creating a small VAT paid charge on the C88

Release Notes

  • NCTS declaration data is now built from the linked export declaration data. Data from each item of a linked export declaration is mapped to an item on the NCTS declaration. This includes commodity code, goods description, gross mass, net mass and packages, marks and numbers. The Creating a Transit movement page of the user guide has been updated to reflect these changes.
  • Item level gross mass on an NCTS declaration is included as a column in the item 'summary details' grid.
  • Business Continuity configuration has been removed from CRM and added to the NCTS Profile page in Sequoia Configuration.
  • The ability to set a default procedure type has been added to the NCTS Profile page in Sequoia Configuration. The procedure can be defaulted to Normal or Simplified and can also be left blank (this will be the default for existing profiles or when adding a new profile). When a profile is chosen at the point of creating the NCTS declaration, the procedure type will be defaulted however it can still be changed by the user.
  • The ability to set a default Principal has also been added to the NCTS Profile page in Sequoia Configuration. This can be used to override the default NCTS Principle configured in CRM.

  • Import declarations using PVA procedures now report the VAT amount on the C88 as a separate value. 'Total Other' is no longer shown as a negative value on the C88. 'Declaration find' search results for declarations made after this upgrade will no longer show a negative 'Total Other' value (this will not affect declarations made prior to upgrading).

    We have added functionality that from 1st January 2021 all declarations which have Procedure Codes indicated in the CIP will have the GEN53 AI Statement automatically added to the declaration item.
    The date required will be taken from the flight date of the inventory record (for air) or the shipment date (for ocean or road).
    The 'into warehouse date' will be used for all ex-warehouse declarations.
    Where the job is not linked to a shipment then the AI Statement will be added but the date the goods were imported into the UK will need to be completed.
    These settings are time-limited and will automatically come into effect between 1st January 2021 and 30th April 2021 (or 31st December 2021 for ex warehouse declarations).
  • The default Border Transport Mode [SAD box 25] for declarations linked with Road jobs has been set to '6' for RoRo as it is deemed the most likely 'use case' from 1st January.
  • A prompt has been added when setting Goods Location [SAD box 30] to confirm the correct Border Transport Mode [SAD box 25] to use when the port supports 'mixed' mode traffic.
  • The VAT Tax line Method of Payment code of 'G' for PVA enabled Consignee's (click here for guidance) is now being set when a worksheet with the 'Auto populate tax lines on declaration' setting is imported into a declaration.

Sequoia v3.3

Goal

  • Enhance the Archiving application to boost performance.
  • Remove all deleted data from the database.
  • Add the ability to change the Customer of a Worksheet.
  • Support deletion of multiple Worksheets.

Release Notes

  • The Archiving application allows the creation of a Job Report for every Job being archived to be suppressed. Where users have separate systems which already capture the Job data, the production of the Job Report may not be required and can therefore be prevented from being automatically produced. This is a configurable option (Job Reports for archived Jobs are enabled by default). Preventing the Job Reports from being produced will improve the overall speed of the archiving process. A further issue was discovered where the Sequoia Client was found to be inoperable during the archiving process - this has been resolved.
  • When records are deleted in Sequoia (Jobs, Declarations, Shipments, ETSF, etc) they are retained in the database but marked as "inactive" and are unrecoverable. They are hidden from the Sequoia client but remain in the database. These records will now be permanently deleted during the upgrade process.
  • The Customer of a Worksheet can now be changed after the Worksheet has been created. The Customer cannot be changed if any part of the Worksheet has been used in a Declaration or if the Worksheet has been "finalised".
  • The "delete" context menu on the Worksheet list now allows multiple Worksheets to be selected and deleted (previously only one Worksheet could be deleted at a time).
  • Option for "passive mode" has been added to the Pentant gateway to support an "Active" or "Passive" FTP connection.

Sequoia v2 - NCTS Declarations

Goal

  • Enhance ETSF functionality to allow a record to be linked to an NCTS Movement by the Transit MRN.
  • Enhance Road Import functionality to allow CCS-UK inventory records to be linked to Road Import jobs.
  • Enhance Declaration Find functionality to include the Border Transport Mode.

Release Notes

  • ETSF records now include a Transit MRN field in order to indicate a discharged transit declaration has "moved" into the CCS-UK inventory. The ETSF Find functionality has been extended to allow searching for ETSF records by this Transit MRN. The "Transit MRN" column in the results grid is available from the "Column Chooser" menu.
  • 'TRK' can be used as the Carrier on an ETSF record to indicate the consignment has moved by road.
  • Road Import jobs can now be created from CCS-UK inventory records. In addition, an "inventory task" can be added to Road Import jobs to allow linking existing CCS-UK inventory records to a job. The frontier declaration created from a Road Import job which has an inventory associated will be created with the Master UCR (MUCR) generated from the inventory record. The Transport Identity [SAD box 21] will be taken from the vehicle registration / trailer number (if there is a shipment record associated to the job), otherwise the inventory carrier and flight number will be used. Border Transport Mode (SAD box 25) will default to "3 - Road Transport".
  • The Declaration Find now includes the ability to search for, and display, the Border Transport Mode. The "Border Transport Mode" column in the results grid is available from the "Column Chooser" menu. Upgrading to this release will automatically populate the existing records in the Sequoia Data Warehouse database with their Border Transport Mode.

Sequoia v2.6

Goal

  • Enhance NCTS Find Transit Declarations search options.
  • Enhance API NCTS functionality to be able to get Movement status and publish Movement status changes.

Release Notes

  • The API now supports retrieval of an NCTS Movement Status. There was already a method to get an NCTS Declaration status but if the NCTS Declaration was created as the result of an arrival message being sent, the status would always be "Declaration Created".
  • The API now publishes an event whenever an NCTS Movement's status is updated. The payload of this event contains the LRN, MRN (assuming an MRN has been allocated) and the current status in plain text (i.e. 'Declaration MRN allocated'). This event is also published if the status is set "manually" via the Status toolbar button on the NCTS Movement editor.
  • The NCTS Find Transit Declarations functionality has been extended to allow searching by Movement Status. In addition, the 'potential guarantee amount' of the NCTS Movement has been included in the search results data.

Sequoia v2.5

Goal

  • Enhance NCTS Transit Guarantee Functionality
  • Inclusion of Safety and Security information in an NCTS Declaration
  • Enhancements to NCTS to be able to search for existing transit movements / declarations

Release Notes

  • The NCTS system does not support declaration of GB issued guarantees however it is being extended in the near future to allow this. The Transit Guarantee functionality within Sequoia has been extended to allow a guarantee to be automatically added to the NCTS declaration once the system supports this inclusion. This is set to false by default.
  • NCTS declarations can now be sent including safety and security information. This will also include production of a Transit Security Accompanying Document (TSAD).
  • Search functionality is now available for NCTS.


Issues resolved
  • 30233: Customs Duty Rate and VAT Rate not accurate in Declaration Report. Duty Rate not matching Tariff caused by rounding issues

Sequoia v2.3

Goal

  • Enhance NCTS to declare Security details and print reports.

Release Notes

  • The external NCTS test system is not currently working. This means that we have been unable to fully test the NCTS message build. We have compared the message build to the previous version (before security declarations were added to NCTS in Sequoia) and have found that NCTS builds messages in the same way. Recommend that this does not get deployed to any users who currently use NCTS until we can get a proper response from the NCTS test system.

Sequoia v2.2

Goal

  • Enhance NCTS to include ability to declare Security details.

Release Notes

  • NCTS Security Declaration Details will save, but currently will not be sent in an NCTS declaration message.
  • On this upgrade/installation and every subsequent upgrade from this release onwards, the message log table will be truncated so that it will contain records of messages from the last year only.

  • 30033: NCTS Seals grid has a horizontal scroll bar once more than 3 seals are declared
